The Hong Kong Environmental Protection Department (“EPD”) has banned the use of oxo-degradable plastics/bags, including garbage bags, as of April 22, 2024. Oxo-degradable refers to the process where additives are included in the production of traditional plastic bags (such as LDPE, HDPE, or PP). These additives cause the plastic to break down into small fragments under the influence of light and oxidation, ultimately leading to complete decomposition. However, during this fragmentation process, a significant amount of microplastics may be produced, potentially causing pollution that is more severe than the so-called "white pollution." In light of the ban, if users want to use more environmentally friendly garbage bags, they can choose to: 1. Use traditional plastics without additives but incorporate more than 20% or even 50% recycled plastic materials to reduce the use of new resources. 2. Use bags made without traditional plastics, such as those made from plant starch + PBAT. Bags made from plant starch + PBAT can fully biodegrade in a composting environment, and their decomposition does not fall under the banned oxo-degradable category.
